Dr. Ta Dinh Thi’s is the Director General, Vietnam Administration of Seas and Islands, Ministry of Natural Resources and Environment since March 2018 to present.

Camilla Holbech has been employed in Wind Denmark since 2014, where she as chief consultant has been responsible for the association’s political work in a wide range of areas, including planning and setting up of on- and offshore wind, European energy policy and dialogue and service of the association’s board of directors.

In early 2020, she was also selected as an ambassador for the Danish wind sector in GWEC’s global initiative ‘Women in Wind Global Leadership Program’, which aims to promote gender diversity and expand the talent base in the wind sector.

In 2019, she was appointed Vice President of Wind Denmark and has thus made a significant effort in the creation and management of the new, unified association after the merger with the Danish Wind Turbine Association.

Since July 2020, she took up the position of sector advisor at the embassy in Hanoi, where she will be the Foreign Ministry’s front-line force on the development of the offshore wind sector in Vietnam and a link in the governmental cooperation on energy transition between Vietnam and Denmark.

Mr. Michael Stephenson is one of the authors of GWEC’s report: “Vietnam’s future transition to offshore wind auctions: international best practices and lessons learned”. He is an offshore wind consultant working on a range of projects (fixed and floating), including technical advisory services, site development, new market and policy advice, and technology and innovation. He was previously involved in the delivery of 4.8 GW of offshore wind consents for Dogger Bank, project managing the construction of onshore wind farms, managing innovation projects in the Offshore Wind Accelerator, and technical advisor to major programmes including the US National Offshore Wind R&D Consortium and The Crown Estate Round 4 offshore wind seabed leasing programme.

Professional Background

Sebastian Hald Buhl is Ørsted’s Country Manager in Vietnam. He has extensive experience in the energy and offshore wind sector having spent the last decade working with market development, government affairs and running competitive bids across Europe, North America and the APAC region. 

Sebastian holds a MSc in Political Economy from the London School of Economics and Political Science.

Ms. Lai Thi Van Anh graduated from Hanoi Law University with a Bachelor of Laws in 1998 and a Master of Laws with majors in International Business Law from Kyushu University, Japan in 2013. She started working at the Ministry of Justice in 1999, specializing in international law and is currently Deputy General-Director of the Department of International Law – Ministry of Justice.

Mr. Nguyen Manh Dong received a Master’s degree in Law, specializing in Public International Law, International Law of the Sea, Law on Consular and Territorial Borders. He has been Vice Chairman of the National Boundaries Commission, Ministry of Foreign Affairs of Vietnam from June 2020 to the present. Previously, he served as the Director-General of the Marine Department and the Director-General of the Department of Propaganda, Information, and Documentation of the National Boundaries Commission, Ministry of Foreign Affairs of Vietnam.

Mr. Keld Bennetsen was the Vice President, Head of Business Development and New Markets at Copenhagen Offshore Partners. His previous roles include programme Director for Hollandse Kust Zuid 1-4 at Vattenfall ,and Roadmap Director at Vattenfall and Product Line Director at Ørsted. He has a successful track record with 15+ years of international on- and offshore wind energy experience including leading the Dutch 1.5 GW offshore wind project Hollandse Kust Zuid 1-4 and developing and implementing solutions within turbines, foundations, transmission, logistics and O&M across more than 6 GW of large-scale offshore wind projects.

Dr. DO NAM THANG is a lecturer and research fellow at the Grand Challenge Program Zero Carbon Energy for the Asia Pacific at The Australian National University (ANU).

His research interests include:

  • Solar and wind energy policy in Vietnam and ASEAN
  • ASEAN cross-border electricity trade
  • Carbon pricing options for Vietnam and ASEAN
  • Solar, wind, and energy storage potential in substituting for hydropower in Greater Mekong Sub-region.
  • Sustainable cities.

Before joining the ANU, he worked with the Vietnam Ministry of Natural Resources and Environment as Deputy Director-General of International Cooperation and Global Environment Facility (GEF)’s Operational Focal Point. He was also Chair of the ASEAN Working Group on Climate Change, and national focal point of the ASEAN Working Group on Environmentally Sustainable Cities and Water Environment Partnership for Asia.

He has acted as a senior advisor for the Government of Vietnam, the World Bank, the Asian Development Bank, the GEF, the International Union for Conservation of Nature, and the Institute for Global Environmental Strategies for various environmental, climate change, and water issues.

Thang attains PhD in Environmental Economics and a Master in Environment Management and Development from the ANU, and a Bachelor in Environmental Engineering from the British Columbia Institute of Technology, Canada.

Dr. DINH VAN NGUYEN, Director of Industry Projects, MaREI National Centre for Energy, Climate and Marine; UCC, Ireland

Dr. Dinh is the principal investigator of industry projects in offshore wind, offshore power cables, floating wind, and green hydrogen at the MaREI Centre, Ireland. Nguyen was successfully managing a multi-disciplinary research team and experts from 8 governmental organizations and 10 companies from 6 countries and developed the national offshore wind energy blueprint in Ireland 2020 – 2050 (including hydrogen production). He was a senior engineer and led various offshore energy projects at Wood Plc. He has been an advisor for several companies in Ireland, UK, Norway, and The Netherlands and has provided support for offshore wind energy development in Vietnam since 2015 including international experience review, policy recommendations, assessment of resources and infrastructures, zoning and technical training. He obtained his master’s and Ph.D. degrees at AIT, won the MSIWF Research Award in 2009, was an Assistant Professor at Konkuk University, South Korea, and was awarded two European Marie-Curie Fellowships. Ms. VU QUYNH LE, Deputy Director-General, Public Procurement Agency, Ministry of Planning and Investment

Ms. Quynh Le is the Deputy Director-General of the Public Procurement Agency of the Ministry of Planning and Investment. In addition to her expertise among Vietnamese experts on public-private partnership investment (PPP) and auction to select investors, she has also contributed to the research and drafting of several laws and decrees on bidding and PPPs. She is always eager to learn from international experts, investors, and businesses on the legal regulations in Vietnam on bidding for renewable energy projects.

Ms. Mini Kumam is the First Secretary at the Embassy of India in Hanoi. Her work profile includes India-Vietnam Economic and Trade relationships, economic ties including investments. Before serving in the Embassy of India in Vietnam, Ms. Kumam served as the First Secretary at the Permanent Mission of India to the United Nations and Other International Organizations in Geneva.

Mr. Devin Narang is Country Head of Sindicatum Renewable Energy India, a leading developer, owner and operator of clean energy projects in India, Philippines, Indonesia and Vietnam. Mr. Devin is the scion of the Narang Group, one of the oldest Industrial groups in India. The group had interest in distilling, brewing, Sugar, Banking and Insurance. Devin is also Executive Chairman, Turner & Townsend, India. He was the Chairman of the ‘SABMiller India Limited’.  He is a member of the National Executive Committee of FICCI, India and an active participant of Young Presidents’ Organization. Ms. Poonam has been actively involved in the disputes and corporate practice of the firm with primary focus in the Energy and Transportation Sector. For over a decade and a half with the firm, Ms. Poonam has specialized in Power and Aviation Sectors.

Ms. VU THI CHAU QUYNH, Deputy Director-General, Legal Department, Ministry of Planning & Investment of Vietnam

Ms. Chau Quynh currently serves as the Deputy Director-General of the Legal Department of the Ministry of Planning & Investment of Vietnam. Her area of ​​expertise is International Investment Law. Her expertise includes drafting laws on investment and business, providing legal opinions on investment projects, negotiating investment agreements, and participating in dispute resolution between the state and investors. She graduated from Hanoi Law University with a degree in economics and international law. She holds a Master’s degree in Business Administration from the National Economics University, Hanoi, and a Master’s degree in Comparative Law from the University of San Diego. She is the author of the study “Dispute settlement between investors and the state from the perspective of Vietnam: Seeking a reform “Post-Honeymoon”.

Assoc. Prof. Dr. Nguyen Minh Hang has a Doctor of Laws from the University of François Rabelais de Tours and a Master of International Business Law, François Rabelais University, France. Besides teaching at Foreign Trade University and other universities, she has been the visiting lecturer for many businesses and corporations in Vietnam.

Assoc. Prof. Dr. Nguyen Minh Hang is the Co-Founder and Mediator of Vietnam International Commercial Mediation Center (VICMC), Arbitrator and member of the Scientific Council, Vietnam International Arbitration Center (VIAC), Member of Executive Board of Vietnam International Law Society (VSIL), Member of VBLC International Commercial Lawyers Club and Member of Scientific Council of Francophone University Organization (AUF).

Dr. PHAM NGUYEN HUNG, Deputy Director General, Electricity and Renewable Energy Authority, Ministry of Industry and Trade of Vietnam

Dr. Pham Nguyen Hung has worked in the energy sector since 1995 until now. He has extensive experience in hydropower projects and other forms of renewable energy at Power Construction Consulting Joint Stock Company 1 (PECC1). From March 2021 to now, he has been the Deputy Director of the Electricity and Renewable Energy Agency (EREA) under the Ministry of Industry and Trade of Vietnam.

Mr. Josh Roebuck began his career in the Government Economic Service, initially specialising in national debt accounting and financial risk modelling at the Office for National Statistics. From there, Mr. Josh moved to head up several economic teams in the Home Office.

Gravitating towards strategy and engagement roles, Mr. Josh went on to develop borders and immigration strategy, spending review planning and later, international engagement, covering the Justice and Home Affairs portfolio for Asia. Mr. Neil McDermott is the Chief Executive Officer of the Low Carbon Contracts Company (LCCC) and the Electricity Settlements Company (ESC). Mr. OKAN SARGIN, Head of wind & site and principal consultant at Offshore Wind Consultants (OWC)

As a principal consultant and head of wind & site of OWC, Okan supports authorities, project developers, utilities, and lenders with bank-grade wind resource assessment and yield predictions, based on climatological and mesoscale models, and supported by on-site measurements (met masts or LiDAR/floating LiDAR) and nearby wind farm production data. Okan is a specialised wind energy analyst with more than 14 years of experience within the wind energy sector and has a strong focus on offshore and onshore energy yield assessments (CFD) at complex sites.

As an expert in wind analysis and modelling, Okan brings significant international technical consultancy experience from his previous roles within the wind industry, as well as project development experience from working for wind project developers in Germany and Turkey. He managed measurement activities, conducted several independent energy yield assessments, post-construction analysis for onshore and offshore projects amounting 3.7 GW. As a lender’s technical advisor, he reviewed third-party reports for more than 3.4 GW.

Okan is well acquainted with the specific requirements of the German regulation TR6 Rev. 11 published by FGW for energy yield assessments as well as IEC 61400-1, IEC 61400-12-1 Ed. 2 and Measnet guidelines. Dr. David Jacobs is Managing Director and founder of the consulting firm IET – International Energy Transition GmbH. He has 15 years of experience in energy policy design. He is lecturer for Renewable Energy Policy at the Hertie School of Governance. Previously, he was lecturer for energy and climate related topics at the Freie Universität Berlin and the University of Applied Sciences HTW (Berlin). In addition, he was acting project director of the Transdisciplinary Panel on Energy Change at the Institute of Advanced Sustainability Studies in Potsdam and director of renewable energy projects at the consulting firm IFOK. Ms. LIMING QIAO, Asia Director at Global Wind Energy Council

Ms. Liming Qiao is the Asia Director at Global Wind Energy Council. Since joining GWEC in 2008, Ms. Liming has been in various roles at the association focusing on policy and Asia related issues.

Ms. Liming’s current focus is on wind energy policy in Asia and she is leading GWEC’s South East Asia (SEA) Task Force, which is a working group with major industry and institutional stakeholders active in SEA to advance better policy for wind energy development in the region. She has been working closely with the wind industry to promote a better policy environment for the wind sector in China and other parts of Asia. Ms. Liming pioneered GWEC’s work in new Asian markets like Mongolia, Vietnam, and Taiwan.

Mr. LE TUAN ANH, Director of Industrial Economy Department, Ministry of Planning and Investment

Mr. Le Tuan Anh is the Director-General of the Department of Industrial Economics under the Ministry of Planning and Investment, a unit that researches, synthesizes strategies, plans for industrial development, presides over research on mechanisms, industry development policies. Ms. Anna Shpitsberg serves as the Deputy Assistant Secretary for Energy Transformation at the U.S. Department of State. Ms. Shpitsberg is responsible for supporting a shift to a decarbonized economy that enables secure and resilient energy systems. Shpitsberg leads efforts and advises on power market reform, clean energy financing, and resilient supply chains to support transitioning power, transport, and end-use sectors. Additionally, she leads U.S. representation at the International Renewable Energy Agency, and other bilateral and multilateral engagements on energy with U.S. allies and partners.

In her prior role, Shpitsberg served as Director for Global Power and Renewables at IHS Markit. In this capacity she conducted research on emerging trends in the power sector; collaborated with teams covering power, clean energy technology, upstream energy, climate, economics, transport, and agriculture on possible outcomes for the energy transition; advised  executives on trends that may impact their business strategy; led corporate renewable research, including the outlook for the United States; consulted on bespoke renewable projects; and managed the buildout of power market analysis and research in Africa and the Middle East.

Prior to joining IHS Markit, Ms. Shpitsberg established the U.S. Department of State’s Power Sector Program (PSP) through which she partnered with and advised utilities, regulators, system operators, and energy ministries on power market reform, energy resource optimization and procurement, regional power market development, and renewable energy integration and financing. In this role, she designed, managed, and advised on over 30 projects in Africa, Asia, and Latin America, including in Angola, Argentina, Cambodia, Chile, Honduras, Mexico, Peru, and Vietnam. She also held positions at the U.S. Department of Energy, the Rocky Mountain Institute, and Morgan Stanley. Ms. Shpitsberg holds a BS from Binghamton University in Finance and a MEM in Environmental Economics and Policy from Duke University with a focus on power systems and the energy-water nexus.

 

Mr. JAMES BENNET, Program Manager, Office of Renewable Energy Programs, Bureau of Ocean Energy Management

Mr. James Bennett is the Program Manager for the Bureau of Ocean Energy Management (BOEM)’s Office of Renewable Energy Programs (OREP). With nearly 40 years of experience in the environmental and energy sectors, Mr. James oversees the responsible development of renewable energy resources on the U.S. Outer Continental Shelf (OCS) through conscientious planning, stakeholder engagement, comprehensive environmental analysis, and sound technical review.  BOEM now manages 17 active offshore wind leases of more than 1.7 million acres (687,966 hectares) on the Atlantic OCS from Massachusetts to North Carolina.

Previously, Mr. James led BOEM’s Division of Environmental Assessment, overseeing the Bureau’s compliance with the National Environmental Policy Act (NEPA) and other environmental laws focusing on Federal OCS programs, including oil and gas, sand and gravel, and renewable energy.  He is a graduate of the Department’s Manager Development Program and has earned two Masters’ degrees – one in Environmental Planning and the other in Computer Systems Management.

Mr. MARTY HEINZE, Economist, Bureau of Ocean Energy Management

Mr. Marty Heinze is an economist supporting the Bureau of Ocean Energy Management (BOEM)’s conventional and renewable energy programs. He has more than 20 years of public land management and policy experience with the U.S. Department of the Interior. At BOEM, Mr. Marty analyzes fiscal and lease terms for offshore lease sales and conducts regulatory impact and socioeconomic analyses for offshore energy development. Mr. Marty received an MBA from Brenau University and MA Economics from George Mason University. Earlier in his career he spent five years in public sector consulting and six years in the U.S. Marine Corps.

Ms. CHRISTINE COVINGTON, Vietnam Lower Energy Emissions Program

Ms. Christine Covington holds a J.D. with a focus on international and environmental law, specifically energy regulations and policy. Ms. Christine works to identify and address barriers for energy project development, specifically legal and regulatory hurdles, to open electricity markets to private sector investment. She is a specialist in energy policy and legislation, including policies related to market design, creation and oversight of energy regulators, and increased renewable energy development and private investment. Additionally, she has experience in procurement regulations and government tenders, and has advised governments throughout the U.S., Africa, and Asia in crafting tender documentation and processes.

Ms. Pham Thi Gam is a legal expert in marine environmental protection and natural resources management. She has over 10 years of experience in the field of marine environmental protection and natural resources management, 5 years in there among them in the position of Deputy Director of the Policy and Legislation Department under Viet Nam Administration of Seas and Islands.
